The New Mexico Modular Emergency Medical System (NM MEMS) is a medical surge response framework for local communities to use when developing their medical or patient surge response plans. These plans will be needed in the event of a catastrophic public health incident, such as pandemic influenza, where there are an overwhelming number of people seeking care (link here to section of Framework that describes Delivery of Care Under Overwhelming Patient Surge Conditions). The New Mexico Department of Health (NMDOH) and its partners have developed the New Mexico Modular Emergency Medical System Framework or NM MEMS Framework over a two-year consultation process, which now culminates to begin the “NM MEMS Pilot Project.”
The purpose of this website is to virtually represent the “NM MEMS Manual” a convenient resource to support local medical or patient surge plan development using the NM MEMS Framework. The NM MEMS Manual or “Manual” will provide local emergency planners, and planning representatives from hospitals, Emergency Medical Services, community or social service agencies, law enforcement, chief elected officials and other community planners with information to utilize the NM MEMS Framework in the development of their local medical surge response plan.
This Manual is a “work in progress,” that will continue to evolve and improve during the year long NM MEMS Pilot Project in the three New Mexico communities. Community planners from the pilot project communities; Las Cruces (Dona Ana County), Portales (Roosevelt County) and Santo Domingo Pueblo will use this Manual together with support from NMDOH and key partners in the development or revision of their local medical surge response plan to test the NM MEMS Framework as a planning construct for medical surge response. Feedback from the pilot community experience is essential to make improvements to the NM MEMS Framework and this Manual. Any other communities developing medical surge capabilities are encouraged and welcomed to review and provide feedback and comments.
