The medical surge response plan for your community will most likely become the Health and Medical Emergency Support Function Annex of your local jurisdiction’s Emergency Operations Plan.

It is advised to use the plan development and format accepted by the National Incident Management System and the New Mexico State All Hazards Plan. Your local emergency manager is your point of contact for plan writing.

The Planning Toolkit has guidance for plan development utilizing all eleven NM MEMS functions beginning with the two core functions:
Alternate Inpatient Care Areas (AICA)
Alternate Outpatient Care Areas (AOCA)
