The New Mexico Department of Health in collaboration with New Mexico health system and emergency management partners have developed the New Mexico Modular Emergency Medical System Framework (NM MEMS Framework).

Using the NM MEMS Framework and the eleven strategic functions described, local communities can begin to develop community-based medical surge capabilities and patient surge response plans to address incidents, such as pandemic influenza, when an overwhelming number of people seeking or requiring care exceed existing local health system resources.
