The New Mexico Department of Health All Hazard Incident Management Glossary has been created to give spokespersons, communicators, health care providers, and other responders a common language to use in health emergencies. This glossary defines terms that address a broad range of health emergency issues and planning needs. In general, this Glossary is a attempt to include New Mexico-specific information that will assist its users to quickly identify programs and partners related to emergency planning and response in New Mexico. In addition, selected medical terms that may serve to clarify aspects of health emergency incidents are also listed.
For general emergency management terms and concepts, including terminology referring to the National Incident Management System (NIMS) and the Incident Command System (ICS), please refer to: Guide to Emergency Management and Related Terms, Definitions, Concepts, Acronyms, Organizations, Programs, Guidance, Executive Orders and Legislation. This publication is maintained by the Federal Emergency Management Agency (FEMA), Emergency Management Institute and is the most current and comprehensive resource available for emergency management terminology.
In an emergency, confidence depends on consistency in the messages delivered by authorities. Consensus on messages and consistency on issues and language are essential to public trust. Health care partners and emergency responders may have the responsibility to communicate complex messages to an anxious public. This document will serve as both a planning and response reference for leaders who must communicate during a crisis.
This is an evolving document: new terms and definitions will be added as they emerge. The New Mexico Department of Health All Hazard Incident Management Glossary will be reviewed and updated regularly.
