Why: A resource management system ensures that resources move quickly and efficiently to support incident managers and emergency responders by standardizing the procedures, methodologies and functions in these processes. Efficient incident management requires a system for identifying available resources at all jurisdictional levels to enable timely and unimpeded access to resources needed to prepare for, respond to, or recover from an incident.
Who: The planning to establish a resource management system utilizing the National Incident Management System (NIMS) primarily resides with local and state emergency management officials. Public health, law enforcement, chief elected officials, hospitals and clinics and all other health care delivery stakeholders within the community must also obtain be NIMS proficiency and compliance.
When: Resource management policies and procedures are part of each community’s emergency operations plan, which is connected, integrated and or coordinated with the State’s All Hazard EOP. Thresholds or triggers for resource allocation or rationing are part of that emergency operations plan.
Where: Generally, resource management coordination activities take place within the EOC. When they are established, multi-agency coordination entities may also prioritize and coordinate resource allocation and distribution during incidents.
How: Resource management under the NIMS includes: mutual-aid agreements; the use of special Federal, State, local, and tribal teams; and resource mobilization protocols.
Questions for consideration during assessment and planning include:- Is your local emergency operation plan NIMS compliant and includes a resource management plan with protocols?
- Has your community planned for multi-agency coordination during incident response?
- Have your local health care providers developed a resource allocation plan for times of scarce resources, which might include mutual-aid agreements?
- Does your local health care providers and other responding agencies know how to access the Strategic National Stockpile, Vendor Managed Inventory or state or regional stockpiles of pharmaceuticals or critical medical equipment? *

Overview: The National Incident Management System (NIMS) specifies that the requesting agencies keep records of requests about resources requested from State and Federal agencies during emergency conditions. The form (ICS 308A) will be used when requesting equipment, supplies, personnel, and other support services as required to maintain continuity of operations |

Summary
NM MEMS capabilities and capacities planned by healthcare providers and coordinated by local Emergency Managers through Emergency Operations Plans (EOP) will depend upon a reliable system of acquisition, inventory, maintenance and replacement of resources. These resources will be categorized as to kind and type, and recorded in the NIMS Resource Management System maintained by the State of New Mexico.
